Justification:
This project improves safety for aircraft and vehicles accessing RW 7R/25L by providing a taxiway access and egress at the east end of RW 7R/25L. FAA recommends that runway crossings are located in the outer thirds of the runways and at right angles whenever possible. ANC believes that Air Traffic Control will direct most aircraft to use this taxiway to cross the runway. To perform as the parallel taxiway for RW 7R/25L, TW Z must be extended to the east to meet ADG VI and TDG 6 standards. To extend TW Z, the existing TW C and TL Kulis must be reconfigured to meet the proposed grades and FAA requirements. To avoid conflicts with the TW Z extension, the existing tug road must be relocated. To accommodate the extended and widened TW Z and the relocated tug road the Kulis Hangar 3 must be removed. Revising and constructing associated taxiways and taxilanes maintains ANC’s compliance with the above-stated FAA requirements. If this project is not implemented, TW Z will not be able to function as a parallel taxiway to the end of RW 25L and TW C and TL Kulis will not meet FAA requirements.
