Description: Rehabilitate Taxiway (TW) R from approximately Taxilane (TL) P to TW Q and Rehabilitate Taxilane U. Improvements include to replace taxiway edge and centerline lighting, taxiway guidance signs, pavement markings, and adjust utilities, as needed.

Justification: TW R is part of the main movement areas at ANC. Portions of this section of TW R have been rehabilitated or reconstructed in recent years. Runway 15/33 as well as connected interlink taxiways Q, S, T and U between the runway and TW R were previously brought up to current ADG 6 standards. The remaining asphalt exhibits alligator cracking, longitudinal and transverse cracking, rutting, and raveling and is in need of rehabilitation. The full length of TW R was last reconstructed in 2005. The edge / centerline work code split represents the AIP eligible centerline and edge lights on the project to better track in the future. The average PCI of the portions of TW R that have not been reconstructed/rehabilitated with recent projects is 40. TW R is nearing its 20-year useful life and with a PCI below 55 should be programmed for rehabilitation. If this project is not implemented, the asphalt will continue to deteriorate until the surface cannot support moving aircraft. This involves potential damage to aircraft and surface transportation vehicles from cracks, ruts, FOD and other impediments. FOD on taxiways are a safety concern for aircraft operating on the airfield. If the project is not completed and the taxiway becomes unusable, aircraft will not be able to navigate from their parking areas to the runways.
