Description:
Rehabilitate Taxilane (TL) Papa. Improvements include: provide adequate typical section; remove and replace asphalt, evaluate taxiway safety area; replace lighting, markings, and signs; remove, replace and modify existing storm drainage; and adjust utilities as needed.

Justification:
The purpose of this project is to restore the useful life of the TL pavement in this area. This TL was last reconstructed in 2006 and a surface seal was applied in 2021. The Average PCI is 75 as of 2021 inspection. The pavement sees constant use from Papa 1-3 hardstands. The existing asphalt is showing signs of distress including rutting, longitudinal/traverse cracking, and raveling. Continued degradation of the pavement could result in potential damage to aircraft and surface transportation vehicles due to cracks, foreign object debris, and other impediments if the project is not implemented. Not performing this project will allow concrete conditions to deteriorate until the surface cannot support aircraft, thereby making the TL unusable.
