Justification:
The lighting duct system that lies within the RSA of RW 7L/25R contains all of the runway and taxiway (TW) circuits’ home runs that run from various areas of the field back to ANC’s lighting regulator vault. The manholes of the duct system have drainage issues and are often filled with 3’ to 6’ of water. During the winter months this becomes ice. The circuits are frozen in ice which causes circuit breaks in the winter requiring emergency repairs and RW and TW closures.
