Justification:
The runway is requires line of sight safety mitigation measures. A parallel taxiway is recommended. The Runway Safety Area (RSA) is substandard. Numerous obstructions are located within the existing Obstacle Free Area (OFA), RSA and Object Free Zone (OFZ). The FAA prefers airport land ownership for construction.
