Description:
Shift the runway laterally 150 feet toward the apron as shown on the ALP Ultimate Layout. Reconstruct and raise the taxiways to match the new runway.

Justification:
The Runway Safety Area (RSA) is substandard. Numerous obstructions are located within the existing Obstacle Free Area (OFA), RSA and Object Free Zone (OFZ), including a local cemetery. The runway has settled at the runway ends to produce a line of sight issue. To meet FAA guidelines for the RSA, the runway should be shifted towards the apron. The shift will allow construction of a fully compliant RSA, remove obstacles from the RSA and remove some obstructions within the OFA, while lessening the penetrations of other obstructions.
