Justification:
Three of the five state owned PBBs on the B Concourse are old and nearing the end of their useful life. They date back to 1977, 1981, 1987 and 1991. The oldest 3 have had significant upgrades since new, but the one installed in 1991, B9, has had little work done on it since new. The other state owned PBB, B3 is nearly 20 years newer and in good condition. A new PBB on B Concourse will reduce average age of the State-owned jet bridges and make them more dependable, with less downtime, and functional as a group. New passenger boarding bridges have increased safety features, enhancing safety for passengers, ground support personnel, and passenger boarding bridge operators. They also provide features better protecting planes from damage at the gate. New passenger boarding bridges operate with increased dependability, lowering operations and maintenance costs. They are less likely to become inoperable at operational maximums or minimums requiring resetting by Facilities Maintenance personnel. They may operate at lower electrical costs.
