Description:
Reconstruct and expand the concrete hardstands for Gates N1, N3, N5, and N7. Reconstruct the North Terminal North Taxilane and asphalt apron. Adjust fuel, storm drain, and other utility infrastructure as needed.

Justification:
The northside of the North Terminal are primary aircraft routes between the entrances to all three runways, the terminal, and several heavy aircraft hardstands. The original pavement, built in the early 1980’s, exhibits extensive cracking, rutting, and raveling. The apron’s PCI is 5, last inspected in 2014. The taxilanes PCI ranges from 23 to 70. The sections with a PCI of 23 were last inspected in 2014. The areas with the higher PCI’s were inspected in 2018 and 2020. ANC anticipates PCI values to decrease at a rate of 2 points per year. When this project is constructed the PCIs will range from 5 to 62. A PCI below 55 is considered poor and in need of replacement. If this project is not implemented, pavement conditions will continue deteriorating until the surface cannot support moving aircraft, thereby making the taxiways unusable for taxiing passenger and cargo aircraft.
