Description:
Remove and replace approximately 1,000 feet of security fence along the northeast edge of the airfield. Project includes clearing, grubbing, embankment extension and replacing swing gates.

Justification:
The purpose of the project is: 1) install new fencing as a replacement for existing deteriorated 20-year-old fencing, and 2) realign the new fencing to allow year-round access for inspection and maintenance. The current fence has significantly deteriorated due to unstable soil, frost-heaved posts, snow build up, and contact with fallen trees. In the winter snow piles up on either side and AFM does not have a way to remove snow in the ditch. The snow pushes on the chain link fence and piles up causing a safety issue because no snow should be collecting at the base of the fence. All objects should be a minimum of 4’ away from the base of the fence. The location of the current fence impedes adherence to TSA and Part 139 regulations which require continuous inspections of all security fencing. Currently, ANC personnel must leave the secured area to inspect and maintain this section of the security fence, and portions of the fence may not be accessible for inspection or maintenance due to snow accumulation. Page 2 of Part 139 CertAlert 16-03 states “The fence line should be inspected daily, and a fence inspection schedule should be in an airport’s Wildlife Hazard Management Plan (WHMP).” Installation and realignment of a new fence will improve protection of airport boundaries and allow for adherence to TSA and Part 139 regulations year-round. The existing fencing will remain for the sole purpose of preserving the airport boundary.
