Justification:
All lighting has degraded (bad connections, insulation, wiring and transformers). Runway is being shifted laterally 150 feet toward the apron as shown on the ALP Ultimate. Runway lighting is approximately 18 years old. Testing 12.2.2019, Runway ohm resistance reading is 14 ohms and 6.6 megohms. Taxiway ohm resistance reading is 12 ohms and 0.028 megohms. According to Item L-108, paragraph 108-3.10 c., “the insulation resistance to ground of all nongrounded series circuits is not less than 2,000 megohms”. The insulation is indicating it is degrading.
