Justification:
The airport master plan calls for a parallel taxiway to RWY 30, which is a compliant move for an airport with an air traffic control tower. The cost of a parallel taxiway is prohibitively expensive, which really slows down traffic movements to allow aircraft to back taxi. With a holding bay at the runway approach end, ATC will be able to stage aircraft and allow continuity of operations. This holding bay will save the cost of a parallel taxiway while still allowing efficiency of operations. Taxiway P is non-compliant for Part 77 airspace and the pavement is out of compliance. It is best to demolish this taxiway.
Notes:
The millings from demolished Taxiway P may be used to construct the holding bay. AC 150/5300-13A requires operations of 30 per hour to justify a holding bay. While King Salmon does not have that number of operations, the airport also lacks a parallel taxiway.
