Description:
Rehabilitate runway 18/36 and 18 overrun. Reconfigure the runways 18-36 to change the aligned taxiways to displaced thresholds or to a longer runway. Regrade runway 18/36 at intersection and to the south to prevent ponding.

Justification:
The FAA has repeat LOC items for having aligned taxiways leading to runway ends, which is no longer compliant in accordance with AC 150/5300-13A. Severe ponding at runway 18/36 intersection with runway 12/30 and south of intersection.
