Justification:
Wave action is eroding the main apron. The apron isn't big enough as it is and the new master plan calls for it's expansion, with expansion into the bay being the only option. Also, waves wash up sea animals onto the beach, which creates a huge wildlife attractant. Bald eagles are many in Unalaska and they have no predators. They are a major wildlife hazard.
