Description: The scope will include public involvement, environmental considerations, existing conditions, aviation forecasts, facility requirements, alternatives development and evaluation, an ALP, facilities implementation plan, financial feasibility analysis, intermodal connections, aircraft capacity, and a noise analysis.

Justification: Bethel is a hub airport for 26 spoke airports that are off the road system; the 2016 AMP needs to be reviewed on a more frequent basis to make sure the plan is still the most efficient plan for the airport and its users. Boeing 737-800 aircraft have been flying into BET for about two years. The 2016 AMP did not forecast this larger aircraft nor did it include intermodal connections and a noise analysis; however, a noise analysis was identified as being “likely required”.
