Justification:
The southwest section of the runway, along the RWY 29 end, is exposed to the open see and hammered by waves that break over the top of the runway scattering rocks, debris, and salt spray all over the runway. The pavement along the runway/safety area edge is damaged and after it gets fixed, the next storm redamages it. Water is getting underneath the runway and shooting out of the asphalt, meaning a catastrophic failure is possible in the future.
