Justification:
The existing lights are beyond their service lives and require frequent servicing in areas that are difficult to reach. The new lights will be reliable, will save maintenance costs, and be more eco-friendly in terms of energy usage. The biggest justification is the safety of ensuring the lighting of obstructions does not fail.
