Justification:
The pavement is 13 years old and the 2023 PCI report will likely show a PCI of 55-69. We don't want to wait until it gets lower than 55 because then we have to reconstruct. There is also the usual 5-year time between APEB and actual construction. The airport receives jet traffic and the pavement will be far beyond it's useful life in the 2028-2030 time period. I needs to have a mill and pave around then.
Notes:
The blast pads need to be repaved as well because they are settling. RE RW IM
