Justification:
The lights were installed in 2008 and have outlived their useful life and need to be replaced. Runway deicing fluid has compromised the flush mounted fixtures by burning out the controls. In addition, sand during winter operations is blasted at the fixtures degrading the lenses and the photometrics of the flush mounted fixtures.
