Justification:
The airport's operational surfaces and access road are in fair to poor condition. Differential settling, irregular surfaces, and dips cause issues for pilots using the operational surfaces and for residents accessing the airport road. The runway and taxiway lighting systems are beyond their useful life and need to be replaced to maintain reliability for operations during nighttime and inclement weather. The current wind coverage is below FAA recommendations and widening will achieve the 95% goal.
