Justification: Fine particles, including dust, act to help hold unpaved surfaces together. With a loss of fine particles from the gravel surfaces, there is an increase in surface raveling and maintenance costs. Dust from unpaved surfaces creates a safety hazard by reducing visibility. Dust also affects the health of the public and increases wear-and-tear on vehicles.
