Justification:
This is the only land airport on the entire Prince of Wales Island and traffic is ever increasing. A hold pad would greatly increase traffic efficiency during inclement weather in that one aircraft could be hold and the approach end while another lands. At present, aircraft have to wait on the ramp and wait for all incoming aircraft to park before backtaxing on the runway. This causes great delays.
