Description: The scope will include public involvement, environmental considerations, existing conditions, aviation forecasts, facility requirements, alternatives development and evaluation, an ALP, facilities implementation plan, financial feasibility analysis, aircraft capacity, and intermodal connections. A noise analysis could be performed if deemed necessary but will need to be coordinated with the heavy summer use.

Justification: The airport sees a very high demand during the summer. An air traffic control tower could benefit the airport and needs to be investigated. Projects identified in the 2001 AMP are nearly complete and the airport needs a development plan for the next 20 years. The last project (3-02-0287-004-2015 and 3-02-0287-005-2016) developed the first part of the north apron and GA tie-downs and the AMP identifies expanding this apron as the next phase. This apron expansion is tentatively planned for a 2024 grant (CIP datasheet submitted 12/31/2019). The heliport needs additional planning to see if the need is still there.
