Description: The scope will include public involvement, environmental considerations, existing conditions, aviation forecasts, facility requirements, alternatives development and evaluation, an ALP, facilities implementation plan, financial feasibility analysis, aircraft capacity, and intermodal connections. A noise analysis could be performed if deemed necessary.

Justification: Homer is a hub airport for five spoke airports that are off the road system and nearby communities located on the road system; the AMP needs to be reviewed on a more frequent basis to make sure the plan is still the most efficient plan for the airport and its users.
