Description: Install rotating beacon on a tip down pole. Install new lighting system. Replace the primary and secondary wind cones and wind cone poles. Rehabilitate the operational surfaces including the runway, taxiway, safety areas, apron, and access road. All surfaces will be regraded, reshaped to the original crown, and compacted with vibratory roller. Aggregate surface course and dust palliative will be applied. Safety area will be lengthened from 3,500’ to 3,580’ to match the 240’ requirement beyond the thresholds. Drainage improvements will be made to repair soft spots in the embankment.

Justification: The airport is in need of an operational rotating beacon. The lighting system and navigational aids have exceeded their useful life. The July 2018 CIMP Inspection rated lighting and navigational aid conditions with “F’s” due to poor conditions. The lighting system was installed in 1987. The visibility of the primary wind cone is obstructed by trees and brush. The secondary wind cone is not visible from within the first 1,500 feet of the approach end of the runways. The airport is in need of rehabilitation because there is poor drainage and no significant maintenance projects have occurred since 1983. The operational surfaces, lighting system, and navigational aids have deteriorated. The safety area extension is required to match the 240’ requirement beyond thresholds.
