Justification:
The existing master plan is from January 1996, 24 years ago. Master plans need to be kept up to date and this one is the most out of date. Very much has changed, including priorities, airport layout, and traffic. Other information needs to be revalidated.
Notes:
The ALP and a Narrative were recently updated, which should make this update simpler.
