Justification:
There are broken and missing lights and cones on the runway and taxiway. Some lighting cans are sinking. The lighting system is eligible to be replaced because it is beyond its useful life (10 years). The runway safety area expansion will shift thresholds, which will also necessitate lighting replacement.
