Justification:
Current SREB (Red Building) does not have enough room to store both pieces of equipment. Dozer is stored in old (1970's era) SREB (Cold Storage). This building is not heated. Embankment is eroding around the building. EEEB building is in fair condition but paint is starting to crack and peel and water damage on the walls is present.
