Description: Install Miscellaneous NAVAIDS as part of the Scammon Bay Airport Reconstruction Project. The runway and safety area will be shifted laterally along the current alignment, away from the Kun River. The distance will be determined in the design phase but the runway will maintain the 3,000’ of useable length to meet the FAA standards for the design aircraft. Class II Riprap will be placed on the embankment on the bay side of the access road, and a portion of the runway adjacent to the Kun River. Type II headwalls will be placed on either end of the runway cross culvert. The sacrificial portion of the runway and safety area will be armored to provide flood control and protect the usable runway surface. The existing above ground electrical lines around the apron will be raised and relocated. The project will replace the lighting system, beacon, signage, and unlighted wind cone and relocate the tip-down pole. Crushed aggregate will be placed on the surface, compacted, and dust palliative will be applied. A new electrical enclosure building (EEB) will be constructed. A new snow removal equipment building (SREB) is being designed with another project (CFAPT00277).

Justification: This project is necessary to minimize the impact of flooding at the airport. Flood data from the 2013 Scammon Bay Flood Repair project showed that water levels had risen to an approximate elevation of 13 feet during prior flooding. The runway, taxiway, apron, and access road are estimated at an average elevation of 12 feet above sea level. This project will increase the elevations of the runway, taxiway, apron, and access road so that future flooding will not overtop the embankment of any of the aforementioned structures. The level will be determined during the design phase.
