Description: Reconstruct RW 16/34, Taxiways A, D, and H, Taxilane B, and the heavy aircraft apron. Reconstruct RW and TW lighting, airport signs, segmented circle, and wind cones. Relocate access road and fencing. Install erosion protection off the end of RW 34.

Justification: Runway 16/34, the taxiways, and the heavy aircraft apron are all exhibiting extensive pavement cracking. The repairs required are beyond Maintenance & Operations’ preventative maintenance capabilities. In 2018, RW 16/34 had a Pavement Condition Index (PCI) of 61. With continued deterioration, the PCI is estimated to be below 60 by 2019, indicating a need for rehabilitation. In 2018, the PCI values of the commercial apron and taxiways ranged from 64 to 84, which by 2019 will be in the rehabilitation/maintenance range. AC 150/5320-6F, paragraph 3.6, requires a stabilized base for pavement designed to serve aircraft with gross loads of 100,000 pounds or more. The fleet mix includes 5 aircraft types in this range. Since existing pavement does not have a stabilized base, the pavement requires reconstruction rather than rehabilitation. The runway and taxiway lighting and airport signs are beyond their service life and are in need of replacement. The Kuskokwim River bank at the RW 34 end has eroded to within 7 feet of the access road. This project will improve safety, reduce maintenance efforts, extend the service life of the infrastructure, and protect both the access road and the runway safety area embankment from erosion.
