Justification: Heavy maintenance is needed at this airport for safety. The airfield lighting system has not been updated since the airport was expanded in 1994 and is beyond its useful life (10 years). The operational surfaces have only received surface preservation maintenance since 1994. Surface preservation includes preventative maintenance and temporary repairs to address pot holes, ruts, soft spots, and minor subsidence.
