Justification:
Safety. The airport has a road that leads direct to the apron. Vehicles have no choice but to drive near aircraft to turn around. This practice has now become habit of driving vehicles close to aircraft and aircraft operators have expressed strong concerns. Without a way for vehicles to turn around, we are unable to lock the vehicle gate to the airport. A parking lot is needed to allow vehicles to remain clear of the airport.
