Justification:
The runways, taxiways, RSA, and aprons have sinking areas with standing water with differential settlement. The existing crushed aggregate surface course at these airports has diminished; application of new surface course will significantly reduce maintenance costs and provide an increase in M&O efficiency as it is more costly to maintain a runway with negligible surface course.
