Justification:
The existing Valdez Airport snow removal equipment building (SREB) was built in the 1970s and last improved in 1994. The building no longer accommodates the size of the snow removal equipment being used to maintain the runway and the overall condition of the SREB and adjacent facilities is poor. The building cannot drain water sufficiently and it is not unusual for 3-4 inches of standing water to be found inside the building during winter rain or spring runoff. The heating system is inefficient. In addition to the existing heater being ineffective to heat the building, there are gaps in the roof/ceiling around the chimneys. The gaps between the chimney and the ceiling are patched regularly but are no longer effective. There are several places where daylight is visible through the wall. The insulation has deteriorated or is missing completely and the metal structural frame of the SREB is rusting. M&O has requested the SREB to be replaced. M&O also requests the replacement of the underground fuel tank serving the SREB; this is due to leaks in the tank that results in contaminated fuel.
