Justification:

Winter ice and snow control requires reliable supply of loose sand to maintain runway surface friction. The department does not have a building in Haines to store sand and chemicals. Current sand piles are exposed to rain and freezing. A shelter is needed to assure adequate supply of spreadable sand is available during wet and freezing conditions. In addition, SRE is housed at the state shop in town, several miles from the airport. SRE storage at the airport will make winter maintenance more efficient by reducing the time required to move equipment to and from the facility. If this project can be accelerated, there is the possibility that some savings may be acheivable by combining it with the major paving reahabilitation project anticipated in FY13.
