Justification:
The Northwest Transportation Plan (2003) recommends a 4,000 ft runway at Kiana. This community does not get regular barge service, and fuel and large freight items are flown in. The runway is short at 3,400 ft for a community that is served solely by air. The existing airport's surfacing is in poor condition and needs to be rehabilitated. The airport has had to limit certain types of aircraft operations due to soft spring time conditions. The lighting system has outlived its useful life and needs to be replaced. The lighting was installed in 1992. Additionally, the U.S. Postal Service recently announced that it is considering making Kiana a postal hub which will increase the number of flights and cargo deliveries to Kiana.
