Justification:
This project is eligible and justified under the AIP per the AIP Handbook as a replacement for surface area that was designed before aircraft were regularly equipped with turbofan engines and composite propellers, both of which are much more susceptible to FOD damage. This project enhances airport safety by preventing engine failures and turbine blade explosions caused by FOD. Aircraft using this taxiway are using additional power for the steep grade, which makes them more susceptible to FOD ingestion. A 2014 FAA Certification Inspection recommended paving this area to prevent FOD on the taxiways and other movement areas. The tires of vehicles leaving the SREB and ARFF Buildings pick up rocks which find their way onto the taxiway and aircraft run-up pad.
Notes:
I know of no airport where all movement surfaces are paved yet the ARFF station and the SREB are on gravel and this gravel is tracked onto movement surfaces. This is a serious FOD issue.
