Justification:
The portion of the runway that was "added on" is sinking/settling and more gravel is required for safe operations of the airport.
Notes:
The AACA noted on 11/20/19 that the runway has significant frost heaves leaving large portions of the runway unusable. Carrier ceases operations to this airport when severe conditions exist.
