Description:
This project replaces the project evaluated by the 2015 APEB due to continued worsening of the pavement, a change in the critical aircraft, and additional river bank erosion. This project will resurface runway, taxiway, apron, and ramp; replace airport lighting and signs; remove and replace some fencing and gates; relocate the segmented circle, which is currently located in the localizer critical area; and develop erosion control. Changes from the 2015 project include modifying the airport layout for a smaller aircraft and strengthening the runwaystructural section.

Justification:
Various paved surfaces are nearing the end of their design life, and a rehabilitation project is necessary to repair the extensive cracking. M&O has spent copious amounts of time and resources applying crack sealant to the deteriorated pavement, as evident in the photos; immediate required repairs are beyond M&O's capabilities. According to the Pavement Management Engineer, the runway is 100% block cracked. French drains constructed years ago were not properly compacted and have subsided creating gaping cracks in the asphalt surface. The airport is located at the confluence of the Kuskokwim and Takotna Rivers and is experiencing steady riverbank erosion. Hardening of the riverbank is necessary to protect airport assets.Erosion is occurring at an average rate of 2.7 feet per year.
