Justification:
Some minimal number of the secondary runway markers are disconnected from their base attachment and lying on the ground or missing. There is some abandoned wiring coming out of the ground at the location of some of the secondary runway markers as though it was once lighted. Frequent obstruction of lighting/markers with minimal impact, and some identified obstructions are not lit.
