Justification:
Per Edward Kioken the airport contractor, the runway is very difficult to keep clear due to heavy drifting. The lighting and vasi boxes are frequently buried and snow removal operations has caused damage to lighting equipment. There are also some terrain variations that place the runway lower than the surrounding ground just outside of the runway safety area.
