Justification: Per 2016 inspection - existing lighting is very corroded. Some lighting is missing and threshold markers damaged. Many light cans are below surfaces with 3 to 5 inches of material on them. Other items noted: poor retro-reflectivity, unreadable signage, sign fasteners broken, and overall system is in very poor condition.
