Justification:
Large gravel on RWY, causing damage to aircraft. The Alaska Air Carriers Association has reported that the runway gets too soft for safe use, sometimes for multiple weeks at a time. This could cause runway loss of control and/or damage to aircraft. Carriers cease operations to this airport when severe conditions exist.
