Description:
The scope will include public involvement, environmental considerations, existing conditions, aviation forecasts, facility requirements, alternatives development and evaluation, an ALP, facilities implementation plan, financial feasibility analysis, aircraft capacity, and intermodal connections.

Justification:
The aeronautical survey was performed for a WAAS approach, but the associated ALP did not include planning for the crosswind runway. Based on conversations and recommendations of the FAA, the current ALP (developed under 3-02-0200-090-2013) did not include planning for the crosswind runway. The primary runway has 80.7% wind coverage for 10.5 knots (all weather wind data) and 87% for 13 knots; these are far below the 95% recommended wind coverage. Small planes use the crosswind runway, but the short length (982 feet) limits who can land on the runway.
