Justification:
The Little Diomede helipad has been damaged by the winter sea ice. Some of the rip rap has become dislodged, causing a safety hazard for village residents and helipad users. This helipad is the only link to the mainland for the residents of Little Diomede during inclement weather and during the winter months when the temporary ice runway is unusable due to unstable pack ice.
